I don't see the problem with the photo. The second photo looks much more clear than the first one. It may just be the outdoor lighting. What is it that you're not liking?

what rom are you on now? what camera app are you using?
if you take a photo outdoor in good light conditions, do you still get noisy pictures?
here's a tip:
while you are taking pictures in low light conditions (like the first pic)
set the "iso" on 100.
and you will see less noisy pictures.

Sencond photo is with first rom from buy 1.0.1
First photo is problem (every rom, 1.0.1 too), it have also problem with focus on objects.

You cannot compare pics taking on sunshine with indoor ones!
At low light conditions your camera app uses low speed so if your hand is not stable enough your pics will be "motion blurred" Also it uses high iso values and this is responsible for grainy pictures
In order to find out if your phone cannot focus take a pic (outdoor) but before, touch the screen to the object you want to focus and then immediately press the shutter button.
Check the pic for focus.
Also sometimes the FastBoot option can cause problems with focus. Deactivate it, reboot and check again.
