Hi everybody,
Is there any mobile under $170 with "best" video and camera resolution. Rest the compromise specification 4.5 or 4.7 inch, 1GB RAM, 4Gb ROM, 16M Color with MTK6589T or better Processor..
My main focus is on excellent Video and Camera resolution.
Thank you.

It seems that the THL W100 is a staple recommendation for an all-around great phone on a budget.
If the MTK6589T processor is a "must have" for your phone, that pushes you around the $250 price range.
Take a look at our picture forum to see real samples from these phones. My S7589 takes some fantastic pictures in some conditions, but kinda medicore ones in others. Overall, camera-wise, it had more megapixels than my Nexus 4 did and compares favorably to it, but it does tend to become occasionally oversaturated with too much light.
LG Nexus 4 | APQ8064 | 2GB / 16GB | 4.7"
Star S7589 | MTK6589 | 1GB / 8GB | 5.8"
THL T200C | MTK6592W | 2GB / 16GB | 6.0"
Mlais M52 | MTK6752 | 2GB / 16GB | 5.5"
innos D6000 | MSM8939 | 3GB / 32GB | 5.2"
Asus Zenfone 2 | Z2560 | 2GB / 16GB | 5.5"

Some of the new MTK6582 phones are in the $140-190 range. Look at the Zopo zp820 and Xiaomi Hongmi Red Rice if you have 2100MHz WCDMA support in your country.

If you can up your budget to $200, this is an very good phone for the price

These cameras will be good. But you can't expect the same quality as from a decent stand-alone camera.
Two roads diverged in a yellow wood,
And sorry I could not travel both
And be one traveler, long I stood
And looked down one as far as I could
To where it bent in the undergrowth
