This is obviously not a real SM-N900 (Samsung Note 3). What phone is it? Does it even have 4G capabilities?
Additional questions:
1. Has this phone ever had signal? That is, did you buy it like this or did it suddenly stop working?
2. Do you have a valid SIM card in your phone? Have you tried the SIM card in another phone to verify it works?
Also, check Settings -> SIM Management to ensure your SIM card is enabled.

1/ it is a clone (Mediatek)
2/ it was working and stopped after master reset
The sim works fine on other phones

It's possible you may have wiped out your IMEI when you reset the phone. Can you verify if the IMEI is still correct?
