Well, yes... That is not really in question. non-hotplug governors have issues with MTK multi-core CPUs. I mentioned it in my initial reply.
Don't worry about stability or damage to the CPU, but keeping it governed at 1.5 may keep your phone from deep sleeping.

From my CPU monitoring apps, it looks like Hotplug mostly just ignores the CPU minimum frequency... Or at least doesn't consistently respect it...
Is it possible that something I'm doing resets the minimum frequency or governor type..? App deletions from memory, etc? The "one key memory dump" or something in android Jelly Bean?

Are you using apps that show the actual frequency you're at?

I'm using CPU-Z, which shows current frequency for all 4 cores.
No Frills CPU Control also has a screen that displays the frequencies used by the whole processor in the last 5 seconds and those used since either the last time the system booted or the app was manually "reset".
They not always on 1.5 Ghz all the time... but sometimes they are.

No Frills isn't doing it's job very well then. Have you tried different control apps?

I read somewhere that keeping the charger in the phone sometimes gets the CPU stuck at a lower clock speed. Might have had something to do with what happened here.
