When i plug my note 4 mt6582 its just charges it doesn't connect via usb
can it be a problem with the usb port? it doesnt seem damaged or anything

Did you try a different cable? Did you notice anything in notification bar on phone? Maybe phone set to "charge only" instead of "mtp"

I tried a different cable from my neighbour and it connect as usb i guees it was just my broken usb cable ... problem solved.
