As per title I'm looking for the chines phone within 200$ or below with the best built-in camera (for both videos and photos).

Along with that ,battery is the other important requirement (possibly above 2000mah).

CPU, a 28nm dual core (low power usage) would be nice
RAM: 1gb at least
ROM: possibly 8GB at least but not essential.
Screen: 1280x720 if possible (not really keen to fullHD for power usage) and below 5"

H7500 is what I'd recommend. It's camera is a step (or 2) above most China phones in that range. It fits all your other criteria as well.

Cubot GT99's camera is advertised as 13MP... whether it really is that good in reality is questionable, but that phone is very cheap (+/- $155).
