Yes, they sold you a single-core MTK6575. Not quad-core MTK6589. If I were you, I would lodge a complaint against them on eBay and with PayPal. At least write to them and tell them you need a substantial discount and lodge the complaint anyways.

For root, there's a sticky post to follow. For ROM, you probably won't find one for a noname mtk6575 clone.
