No its not that simple. You'd first need to change a number of underlying things in CM including the hardware and software drivers related to your device type . Reason it good news is because a lot of Chinese phones used the same hardware, making it easier to port.

So what's important is getting it working on at least one Chinese phone, which will allowing porting to other similar device easier, but it remains to be seen and will still be a long way off.
I thought I had read somewhere that there was an un official cyanogenmod for the Acer liquid s1 which runs the MTK 6589. If so could this be used to enable porting ?

Be wary of CyanogenMod ^ MIUI ^ KitKat ^ Android 4.3 . Far more often than not, they just launcher and lockscreen skin.

Yes, if true kitkat for mt6589 makes relatively easy port.
