Just released from the Russians. Based on stock 4.2.1

Features:
• Operating ambient light sensor
• Rooted
• TWRP Recovery
• Disabled debugging notification
• Removed China and Vietnam apps
• Changed Boot Animation and LOGO
• Added personal preference ringtones and notification tones
• Root Explorer, Titanium Backup, Rebooter, DX Toolbox, Task Manager, Mobileuncle Tools, Black list, Seeder, Multi-function flashlight
• ViPER4Android (V4A) (working at once, using the app Equalizer).
• NEXT LAUNCHER 1.26, Next Switch widget and Next Notify
• 3GB data partition

Quick and dirty:
• Install [Only registered and activated users can see links Click here to register] and verify in device manager
• Run [Only registered and activated users can see links Click here to register]
• Wipe cache, dalvik and format data (system restore) before or after flashing
• Load appropriate scatter
• Turn Off Phone, pull out the battery for 5 seconds and put it back in
• Click 'Upgrade Firmware' on Flash Tools
• Plug in Phone - You will see it install the rom. Takes about 2 or 3 minutes. It should finish with a green circle
• Bam you're a ninja.

Just tried it but its not correct rooted
When you use the preinstalled root explorer doesn't let you to remove system apps
Remove failed it says

It could be the root explorer app, not necessarily an issue with root. I've often had issues removing and installing apps from explorer apps.

I just tested it and uninstalled an app which was part of the system ROM no problem. I used Super Tool Box and tested again with another system app using Titanium Backup.

Which app were you trying to remove? Try with Titanium backup and see if that works.

This is the ROM I'm on now. Has been great so far. Though the default notification sound has had me jumping out of my skin.

ok i've tried and here is what happened. appear google logo and it keeo disappearing and appearing like it is in a loop.

This is because the ROM doesn't include a data img. So whatever is left behind from your old ROM isn't jiving with the new ROM.

boot into recovery, wipe dalvik, cache, system restore, reboot and you should be fine.
Testing this ROM further. iakinthos is 100% correct. It's not a complete root. The system folder can't be mounted as writeable. I've put some time into it, but yet without success. As far as giving root permissions it's fine, but you won't be able to write or change anything in /system. Though I was able to remove system apps with Titanium.

This shouldn't be an issue for 99% of users and it's not a practical issue for me either.

Anyone finds the solution, that is excellent. I'm done for now and will work on it some more tomorrow.

Thats the problem
I tried to install busybox because some apps I use they need it (openvpn) and it is not install some where
So any time I tried to install it to system/xbin, I got errors that is not possible to be installed
