Is there some way that I can change the boot routine to avoid the phone looking for the Vol+ key at bootup. ? As it simply boot to factory mode.

Alternatively can I force it to go to normal start-up somehow.
Then I can load an app with software volume keys.

This is not easily possible. You may need to open the phone up to see if you can unstick the volume key.
