Did you do a factory reset? That will often get rid of a lot of the junk as it's often part of the data partition.
Regarding getting gplay, you can try flashing

1) Is it stock Android? Or another launcher? With some launchers, you need to set the launcher language as well as system language.
2) If stock Android, Chinese characters on what icons?
All icons?
gapp icons?
Or are they Chinese apps?

Seems that my links are getting dead pretty fast
So here are the original ones, hope you'll have better speeds then me.

Load scatter file in SPFT, click [Download] and plug your phone TURNED OFF.
In case of troubles try rebooting Windows, repluging cable to different slots and doublecheck if phone is recongised properly in device manager.
Play Store you can extract from CyanogenMod Gapps and install like ordinary app. It's named "Phonesky" or "com.android.vending". I did it, and works 100% OK. Or you can download seperate apk file from IPMart or similar forum.
To get rid of chinese apps you can use Titanium Backup, but sometimes you can mess whole firmware. Better way is to just install f.e. Apex Launcher and hide them.

I personally prefer Lewa.
