(Recently i flashed a new rom maby i did somthing wrong?)

thanks
You didn't do anything wrong if your phone still works.
This is fairly normal, it probably has 4GB of internal memory but not all of it is for storing your media, files and other stuff.
Most of it is occupied by the system partition where the android system is stored, some by the data partition where apps are installed, and the rest is probably marked as an internal sdcard or phone memory/storage for your own use.

There are ways to repartition the internal storage space for allot of phones, but I can't identify your "HDC S4 i9500" since there are a million different versions of the HDC i9500.
You could check if the SoC(, the phone's "engine",) in your phone is a MT6589 with the [Only registered and activated users can see links Click here to register] app.
If so you could try to use [Only registered and activated users can see links Click here to register] to increase the phone's internal memory after you've acquired root and a custom recovery.
