Yes, you can simply put those terminals on a gauge to check that present voltage.
I just did and saw 4 volts...but that gauge rounds to whole numbers.

Did you test your bat voltage?
Did you need a new cable?

Can you put a voltmeter on the bat ? Anything 4v and over ...should give you that answer without having to bother with cables.

Just see if low bat volts is the cause of failure to boot.
