I should have solved once and for all the issue of notifications, and the solution is simple.
Given that the software does anyway and really disgusting, proceed.
The problem does not only concern the notifications, in fact, for example, I have the app installed Google Clock (Its default clock app really sucks!) I set an alarm and... it does not sound!
A bit like when there's Whatsapp messages, and you are not notified.
Here I got the idea!
Make the Clock app a system app and... bingo!!!
The alarm sounds even if I close all the recent apps, in short, is running!
Then I thought about doing the same thing with Whatsapp ... it works!
I make Whatsapp a system app.
It's now two days I'm testing it, to me it works properly, even closing the recent apps, I get the notifications WhatsApp.
Sometimes, there may be a delay of 10-20 minutes, but in the end, without doing nothing the notification arrives.
When the phone is restarted, for example, it occurs always some delay in receiving notifications, but again, without doing anything then come.
If you open WhatsApp at least once, they come instantly, even if you close your recent apps.
Unfortunately, however, for the clock, if you restart the phone the alarm will not sound, you must start at least once the app.
I hope this can serve and help someone!
P.S.: And for the (clock) widgets problem, i have "solved" by using CM Launcher (But can also fit Asus ZenUI Launcher), this app have a clock on home screen, and this is what i need.

You can make an app a system app, simply copying the desired app from "/data/app/CartellaNomeApp" in "/system/app/CartellaNomeApp"
through your favorite file manager (Solid Explorer)
Reboot your phone and voila!
P.S.: Root access required!
