That is simply not true. Rooting and CWM is no more difficult with 4.1.2 than 4.2.1. You can flash a pre-rooted ROM with TWRP/CWM already part of the firmware as Ahorntaler suggests, or use my Gizbeat 101 Root Tutorial if you're on stock 4.2.1.
