Maybe its just a place where every chineese person can upload files..
I am not sure how official it is but the real official inew site links the software updates there from their site for all of their phones.

I know that some chinese pages put their links redirecting you to this kind of cloud storage, Fastcardtech did redirect me once for a rom for HDC galaxy s4 legend.
At least you can "trust" the source, I know I have seen IMEI change, MTK logo change tools etc on some.
