I strongly recommend you to flash the Nougat rom :

Then, to flash the TWRP 3.1.0 :

Thank you Cleo! Now you can tell me how I do a hard reset. My Oukitel have install TWRP 3.1.0 and Android 7.0 nougat v17. 0, (Rom suggested by you). Thank you so much again.
