this 1.0.6 have newer kernel respect to 1.0.8 and also respect unofficial 1.1.1

It seems this is a new version of the 1.0.1 WCDMA900, the modem files are missing though.
Probably it is the same for the WCDMA900 as the 1.1.5 for the WCDMA850?

yes, i seen it is for WCDMA900, but is my opinion it isn't a logical numbering.
now we have:
- 1.0.1 for WCDMA900
- 1.0.4 for WCDMA850 but older than 1.0.1
- 1.0.6 for WCDMA900 again and is the newest rom
- 1.0.8 for WCDMA850 again but older than 1.0.6
it should be more logical
- 1.0.x for WCDMA850
- 1.1.x for WCDMA900
in which 'x' is a growing number

V3 is the model name for WCDMA850 version and
V3E is for WCDMA900.
is this correct ?

Maybe I am mistaken but I thought he file "MT6582_S00_MOLY_WR8_W1315_MD_WG_MP_V11_P5_1_wg_n" and the other similar is related to the operation frequencies. I see these files in 1.0.8 and 1.1.5 but they are not present in the 1.0.6 900 version on needrom.
BTW I have 850 version with 1.0.8 and in the "About phone" it shows V3-E.

you are talking about the 2 files "BPLGUInfoCustomAppSrc*.*" ?
they are not used.
only files inside the scatter.txt are loaded into the phone, all others aren't used during flash.
